A variety of pleasant neighbourhoods offer safe and affordable housing in a wide variety of price ranges. Water and sewer services are available in all areas of town, garbage collection is on a weekly basis, and the town offers has a very effective Volunteer Fire Department.

The town has broadband Internet connections through Aliant and through Persona, as well as analog and digital cable service through Persona. Excellent electrical services are provided through Newfoundland Power, and there are a variety of companies that provide heating oil and natural gas.

Carbonear is one of the safest places in the world to live. The Royal Canadian Mounted Police are responsible for policing. The Trinity Conception Detachment Office is located in Harbour Grace only 5 km from Carbonear. In addition, the town has a Community Policing Officer, a Citizens on Patrol Program, and a Crime Prevention Committee 

The purchase of land for residential construction is not as expensive as in the city of St. John's. The building or purchase and up keep of a home is also less expensive. The growth that the town is experiencing makes the present a good time to buy. The value of Real Estate is increasing!

The average price of a three-bedroom bungalow is approximately $75,000, the average rental cost of a house: $400 per month, the average rental cost of a two-bedroom apartment is $400 per month. Home heating sources include wood, electric, oil, and propane.  

The older residential areas are tree lined with attractive lawns. In addition to the provincially recognized heritage homes, there are other older properties that can make treasured homes for families.

There are a number of new subdivision which easily accessible and near schools, shopping, churches, the hospital and other services.
